  • Must be an Indian citizen. Male, female and third gender Home Guards can apply.
  • Must be a Home Guard (including daily duty allowance-drawing sportsperson category) enrolled and trained in the Bihar Home Guard Organisation, having completed at least 5 years of service/duty in the organisation.
  • Must have at least 10 years of service remaining as on the cut-off date on which appointment will be considered.

8. Reservation Policy

  • Reservation is governed by the Bihar Reservation of Vacancies in Posts and Services (for SC, ST and Other Backward Classes) Act, 1991 (Bihar Act 3, 1992), as amended from time to time.
  • Women get 35% horizontal reservation within each category (over and above the separate 3% carved out for Backward Class women), applicable only to women who are original residents of Bihar state, per General Administration Department resolution no. 12575 dated 09-07-2025.
  • 2% horizontal reservation for grandchildren of Bihar freedom fighters whose pension is approved by the central government.
  • EWS reservation is governed by the 2019 Act, based on an income and asset certificate for FY 2025-26.
  • Third gender (Kinnar/Kothi/Hijra/Transgender) candidates get reservation as Backward Class, as per the 1991 Reservation Act’s Backward Class list (Schedule-2, entry 47).
  • Any reservation benefit, including the 35% women’s reservation, is admissible only to original residents of Bihar. Candidates belonging to reservation categories of other states will be treated as Unreserved category, and must declare themselves as Unreserved in the application — failing which they will be considered ineligible.

Stage 3: Physical Efficiency Test (PET)

Based on Main Exam marks, candidates equal to 6 times the advertised vacancies (category-wise, merit order) will be shortlisted for the PET. Candidates only need to qualify (pass) the PET — no marks are added to the merit list.

Final Merit List

The final merit list is prepared category-wise based solely on marks obtained in the Main Written Exam (the General Hindi paper is not counted). In case of a tie, preference goes first to the older candidate (by date of birth), then to higher educational qualification, and finally to alphabetical order of name as per the 10th board certificate.

The Commission estimates the full selection process (written exams, PET and record verification) will take about 6 months; no request for extension of time at any stage, for any reason (family, personal, medical, injury, pregnancy, etc.), will be entertained.

10. How to Apply

  1. Only serving Bihar Home Guards meeting the 5-year service and other eligibility conditions above can apply.
  2. Visit the BPSSC website and go to the “Home Guard” tab, then click the link for Advt. No. 11/2026.
  3. Part 1 (Registration): Enter name, nationality, mobile number, email ID, Bihar domicile status, reservation category, gender and date of birth, then complete the fee payment. A registration number and password are sent via SMS/email on successful registration. Details can be edited before payment.
  4. Part 2: Log in with the registration number and password, then enter father’s/husband’s name, mother’s name, address, educational qualification and other details, and accept the declaration.
  5. Upload a colour photograph (taken within the last 2 months, white background, 15-25 KB, JPG/JPEG/GIF) and signatures in both English and Hindi (black or blue ink, white background, 15-25 KB each, JPG/JPEG/GIF).
  6. Review all details using the “Edit Details” option before final submission — once submitted and confirmed, no further changes are allowed.
  7. After final submission, a confirmation SMS/email is sent to the registered mobile/email; the application is considered complete only then.
  8. Download and print the Acknowledgement (A4 size) and keep it safely for future correspondence — it is not required to be sent to the Commission unless demanded, but the Registration Number is needed for any future correspondence.

Only one application is allowed per candidate and per mobile number. If a candidate submits more than one application, all of their applications will be rejected. If a submitted application is found to have wrong/erroneous details, it can be cancelled using the “Cancel Registration Form” provision and a fresh application submitted — but the previously paid fee will not be refunded, and a fresh fee must be paid for the new application.

12. General Instructions / Terms

  • The cut-off date for age, educational qualification, other qualifications/experience, government-servant status, and Home Guard training/service is 01-08-2026 for all candidates.
  • Before appointment, all selected candidates will undergo medical examination, character and antecedent verification. An adverse report, or concealment of facts by the candidate, will lead to the candidate being declared ineligible for appointment.
  • Married women candidates found pregnant during the medical examination at the time of the race/PET will not be allowed to participate in these physical tests, and will be declared ineligible on this ground; married women candidates must also submit a declaration of not being pregnant.

Candidature can be cancelled at any stage, without assigning reasons, on grounds including (among others): incomplete application (Part 2 not submitted), missing/unclear/mismatched photo or signature, fee not paid or refunded via chargeback after payment, false information in the application, wrong reservation category claimed, wrong date of birth or gender entered, failure to submit the Home Guard service certificate proving 5+ years’ experience, not meeting age/qualification/citizenship eligibility, submitting certificates in the wrong format, involvement in a criminal case, or any fraud/impersonation/malpractice attempted during the written exam or Physical Efficiency Test.
