4. Eligibility Criteria

Reckoning date for age calculation is 01 July 2026. Candidates must be born not before 02 July 1984 and not after 01 July 2005. Age relaxation of 5 years is available to Uttarakhand SC/ST/OBC, persons with disabilities, and dependents of freedom fighters, as per applicable government orders; relaxation for ex-servicemen is as per service rendered (up to 5 years), subject to the terms in the official notification.

Educational Qualification
A Bachelor’s degree from a recognised university is the essential minimum qualification for most posts (Deputy Collector, Police Deputy SP, District Commandant Homeguards, State Tax Officer, Assistant Commissioner State Tax, Assistant Municipal Commissioner, Block Development Officer, Plant Development Officer). Posts with a distinct qualification requirement include: Assistant Director/Audit Officer (Finance) – Graduate in Commerce or Chartered Accountant (CA); Deputy Education Officer/Staff Officer/Law Officer – Post-graduate degree; Assistant Labour Commissioner – Graduate in Economics/Sociology/Commerce/Law/Labour-related subjects; Assistant Director/Deputy Secretary Sanskrit Education – Post-graduate in Sanskrit or B.Ed; Assistant Director Factories/Boiler – Graduate in Mechanical or Electrical Engineering; Plant Development Officer Grade-2 – B.Sc (Agriculture) or equivalent in Horticulture; Case Worker – Law graduate with practical social work experience.

6. Selection Process
Selection is in three stages: Preliminary Examination (objective type, screening in nature – its marks are not added to the final merit) → Main Examination (written/descriptive) → Interview.
| Preliminary Examination | Two objective-type papers; Paper-II (General Aptitude Test) is qualifying only, requiring a minimum 33% for all categories. Merit for Main Examination eligibility is based on Paper-I (General Studies) marks only. Negative marking applies (one-fourth of marks deducted per wrong answer; marking more than one option for a question is treated as wrong; unattempted questions carry no penalty). |

8. How to Apply
Eligible candidates must apply online through the Commission’s website. The process involves: (1) Registration with basic details and password creation, (2) Login and filling Educational Qualification details, (3) Uploading photograph and signature, (4) Final review and submission, followed by taking a printout of the application. Applications, once finally submitted, cannot be edited except during the limited Edit/Correction window (07-16 October 2026).
